Understanding Comparative Politics examines current and past approaches to the study of comparative politics and proposes a new framework for analysis. Mehran Kamrava achieves this through a comparative examination of state and social institutions, how they interact and the political cultures within which they operate.

Based on the composition of their institutions and the pattern of relations they have established with their societies, Kamrava broadly categorises states into democratic and non-democratic varieties. He includes new democracies and pseudo-democracies in his first variety. Societies, however, he divides into three general types: democratic polities, found mainly in the first world, are accustomed to the rules and norms of democracy and are characterised by a high level of state-society fusion; newly democratising polities dominate in regions such as South America and Eastern Europe which have undergone processes of democratisation in recent years; while non-democratic societies, in which either a democratic system has not evolved or has not taken root, tend to be found in Africa, parts of Asia and the Middle East.
