"A fundamental revolution has been under way in the operation of the public sector since World War II. The heart of the revolution is a transformation not just in the scope and scale of government action but also in its basic forms - in the tools of public action, the instruments or means used to address public problems. Many of the most rapidly expanding tools share a common feature: they are highly indirect. They rely on a wide assortment of third parties to deliver publicly financed services and pursue publicly authorized purposes. The upshot is an elaborate system of third-party government in which crucial elements of public authority are shared with a host of nongovernmental or other governmental actors."
