Abstract : The idea of writing this thesis came about after deep thinking about the recent changes in Libya, which has had a long history of conflict with the English language for political reasons going back to several decades. Now, there is a new Libya that is more open towards the Western countries. This development provides opportunity for mutual business and investments. It also leads to the question of the importance of English in this new era of Libya. It goes without saying that English has a huge impact in the modern age of Globalization. Therefore, Libya needs proficient speakers of English to boost its new relationship with the developed countries. Having reviewed evidence from previous research, the current researcher focused on one main reason for shortage of proficient Libyan speakers of English and that is the way English is taught in Libyan schools. The Grammar-Translation method is still dominant in Libyan schools, similar to many other Arabic and Middle Eastern and North African countries. Besides this old-fashioned English teaching method, Libyan classrooms are mostly a teacher-centered environment in which the teacher does most of the talking. Therefore, the current researcher decided to provide a modern workshop to train Libyan teachers on both student-centered classrooms and Communicative language teaching of English. The workshop consists of guidelines for student-centered teaching approach and the teaching of four skills for proficient English language students. Grammar is also presented and practiced. The skills are speaking, listening, reading, writing, and grammar. It is hoped that this project be implemented and supported by Libyan Ministry of Education for the betterment of Libyan high school students, and even college students.
