The report on the poor performance in the Nigerian Public Universities(NPU)in terms of quality of teaching, innovation, research and graduates output is no longer news in our dailies and the near bottom position in the global universities ranking has not helped matters. Despite the effort made by the government, most NPUs are still adjudged to be in a very sorry state and are under-performing. However, over the years, various moves by the various governments to improve performance of NPUs have been largely concentrated on providing tangible assets neglecting the intangible assets like the hidden knowledge in form of intellectual capital which have been recognised as strong drivers toward performance. The observation that the best efforts of the government appear not to be making appreciable impact to turn these universities into top-ranked international ones, has motivated this study with an objective to investigate the impact of intellectual capital on performance of NPU. Thus, to investigate the extent to which human, Structural and Relational capitals affect the performance of the universities using a mixed method approach. Data from interviewing 6 stakeholders were analysed using Nvivo. Secondary data from annual reports of 13 selected North Central Zone Universities from 2014 to 2018 were analysed using Generalised Method of Moment (GMM). Primary data sourced through questionnaire which was responded by 364 academic staff were analysed using Ordinary Least Square(OLS). Also a two-sample t-test was used to investigate the IC of Federal and State universities. The findings of the OLS results revealed that while human capital (HC) had a significant negative relationship with overall performance (β = −0.126, P = 0.001), the structure capital (SC) and relational capital (RC) were significantly positively related to overall performance of NPU (β = 0.287, P = 0.001 and β = 0.254, P = 0.001) respectively. That of the GMM results for HC, and RC to overall performance were as follows (β = 0.500, P = 0.034) and (β = 0.303, P = 0.001). The OLS findings also revealed that, for research performance, the HC had a negative relationship (β = −0.124, P = 0.017). The SC and RC had a significant positive relationship with research performance (β = 0.095, P = 0.040) and (β = 0.306, P = 0.001) respectively. The GMM result showed HC and RC were significant (β = −0.100, P = 0.073 and β = −0.100, P = 0.001) respectively. Similarly the OLS result for teaching performance was found significantly negative in relationship with HC (β = −0.310, P = 0.001) while a significant positive relationship existed between teaching performance and SC and RC (β = 0.648, P = 0.001) and (β = 0.305, P = 0.001) respectively. That of the GMM result was HC = (β = −0.0001771, P = 0.085 and RC = (β = 0.000225, P = 0.009). However, only RC was found significantly positively related to community services performance from OLS result (β = 0.152, P = 0.004) and GMM result (β = 0.199, P = 0.049). The study concluded that while HC was found not capable of improving performance of NPU, the SC and RC were found capable. The study recommends that emphasis should be placed on the quality of academic staff employed, relevance of researches done and encouragement of good networking with other universities for the generation of satisfactory graduate output.
