Abstract : This case study examined the factors that promote or inhibit Dual Language programs, so we are able to understand the optimum environments for maximizing academic success for Dual Language learners. Bilingual education programs that support multilingual education teach students to speak languages that are important in an increasingly globalized world. The Guiding Principles for Dual Language Education (Howard, Lindholm-Leary, Rogers, Olague, Medina, Kennedy, Sugarman, & Christian, 2018) identify a coherent approach that is needed when implementing a Dual Language program by providing a Dual Language framework. The framework reviews instructional practices for program leaders as it examines the bridges and barriers of program implementation. This additive model of language supports families who have chosen bilingualism and biliteracy in educational pathways. Despite the political reforms that have taken place, it has encouraged critical discussions for multilingual educational programs with policymakers and educators. This study is imperative because it analyzed internal and external practices and processes that are vital for a Dual Language program. The themes related were identified as established goals and collaboration and were assessed as the program bridges. The themes related to program barriers included program beliefs and program implementation. The data showed that the Dual Language program is an important educational system to be considered by school districts that have the appropriate student population. For this reason, when we understand the factors that promote or inhibit Dual Language programs, we are able to understand the optimum environments for maximizing academic success for Dual Language learners.
