Abstract	:	This research investigated infant mortality under the military and civilian administrations in Nigeria. Infant mortality was chosen for investigation as a predictor of improvement in health and development policy. Proponents of development policy earlier had predicted that development goals tend to be faster under the military governments because of their command structure and avoidance of politics. The research focused on two questions: (a) Is the Nigerian government’s health policy significant for infant mortality rates in Nigeria in the period under study? And (b) Is there any difference in infant mortality rates between civilian and military administrations? The study used secondary data from the World Bank, World Health Organization (WHO), Central Bank of Nigeria, Ministry of Health, Nigeria and International Monetary Fund (IMF) spanning from 1960 to 2018. This study utilized Levene, ANOVA, Welch and Brown-Forsythe test to examine the difference in infant mortality rates between different administrations in Nigeria. Contrary to theoretical perspectives that suggest faster development under authoritarian regimes, this study found that a key development indicator, infant mortality was actually lower during civilian administrations.
