Abstract : The purpose of this exploratory, qualitative study was to explore the opinions of Turkish citizens toward the government’s communication strategy during the COVID-19 pandemic amidst the Syrian refugee crisis. The main question asked, what were the opinions of Turkish citizens toward the government’s communication strategy during the COVID-19 pandemic amidst the Syrian refugee crisis? Data collection criteria depended on Turkish citizens opinions toward the government’s communication strategy during the COVID-19 pandemic amidst the Syrian refugee crisis. Participant criteria depended on the participants living in metropolitan areas in the Republic of Turkey with heavy COVID-19 restrictions imposed. From the data analysis, four thematic categories emerged to answer research question. The four major themes were: (1) government aid (distribution imbalance based on economic status), (2) health broadcasts (vital link, misinformation), (3) government communications (expressed clear goals, yet multilevel governance associated imperfect knowledge gaps and bias), and (4) short-term and long-term pandemic effects (provided short-term confidence in government communications but long-term government communications failed to effectively counter alarmist, popular speculative narratives). The results from this exploratory research may help Turkey's internal communication policies and strategies, improve communication between governments through Turkish citizen's opinions and barriers, and conduct academic policy reviews on the strategic management process of global health crises.
