The term ḥākimiyya is a neologism that first appeared in Arabic translations of the works of the Indo-Pakistani scholar and activist Abul Aʿla Maududi (Abū l-Aʿlā Mawdūdī, 1903–79), founder of the Islamist group Jamaat-e-Islami (Jamāʿat-i Islāmī). The word is derived from the Arabic root “ ḥ-k-m ,” which appears in various forms about two hundred times in the Qurʾān, with a range of different meanings: to judge, to decide, to rule, and so forth.
