Abstract	:	In spite of the adoption of an open door economic policy, the size of the Egyptian bureaucracy continues to grow, and its control functions remain quite significant. There is very little retrenchment in the economic role of the bureaucracy, although that role is now much less integrated with any comprehensive plans for national development. The main preference seems to be for ajoint venture formula between the public sector and foreign capital. The most important casuality of this practice has been the Egyptian public sector itself.
