Abstract	:	I wish to develop some theses on the changes in the relationship between Third World countries and First World countries, which have been strongly affected by the crisis of socialism in the Soviet Union and in the Eastern European countries. It is a profound change, which came about in the '80s but which had already been developing in the decades prior to that.
