Abstract	:	The research provides an explanatory account of the changesin electrical policy in New Brunswick beginning with the originsof the New Brunswick Electric Power Commission in the 1920s andculminating in the nuclear option of the 1970s and 1980s. Thisinvolves an explanation of the origins of the state enterprise inthe 1920s, its truncated development in the 1930s, its growth inthe 1950s under the "power for industry" model, and the export-ledstrategy of the 1970s and 1980s. Located in an economicallyunderdeveloped region of Canada, the relatively successful stateenterprise had significant implications for private accumulationand provincial politics. The growth of the New Brunswick ElectricPower Commission was such that it was able to embark on an allnuclearoption which placed its construction proj ects on the scaleof the federal megaprojects of the 1980s in Canada. The researchconcludes with a discussion of the contradictions of the exportledmodel and recent political responses to it. A documentarystyle is followed in the thesis, utilizing the archival recordsof four different governments in New Brunswick between 1940 and1986, records of the state enterprise made available under Rightto Information procedures, federal government archival records,and interviews.
