Abstract : People of Nepalese origin are a small ethnic group in Hong Kong. As Hong Kongcitizens, they are entitled to equality of opportunity and right of access to publicservices including education. However, it is frequently reported that the Nepalese andother minority ethnic groups encounter many difficulties in their interaction with thelocal education system.This study is a two-case case study that investigates Nepalese pupils' learning in twoaided primary schools, which includes their performance in relation to other pupils,their barriers to achievement, their education needs, and effective practices employedby the schools to support them. The method of investigation is through interviews ofthree groups of respondents: the headteachers/teachers, pupils, and parents. Theinterviews were conducted in the second half of the 2004-05 school year.It is discovered that the pupils' achievement is influenced by factors that range fromthe personal and family to values of the government as well as international politics. Iattempted to trace the changes of the Government's minority ethnic policy in recentyears, and the possible reasons behind them. It is also discovered that the Governmentdefines equality of opportunity at the levels of equal treatment, equal access andparticipation, rather than at a higher level of 'equal share' or 'outcome'.Although language (Chinese) is commonly considered to be the pupils' major barrierto achievement, there are other major barriers that may include lack of family supportand lack of an appropriate curriculum. A key issue identified is the lack of data toassess and monitor their achievement. Based on the findings, recommendations aremade to the schools, the teacher training institutes and the Education and ManpowerBureau for the improvement of the quality of education for the minority ethnic pupilsin Hong Kong.
