Abstract

Saudi Arabia is an oil based country that is highly dependent on oil. The country has high potential of utilizing solar power to diversify away from oil, stabilize the economy, and reduce implications of climate change. Saudis have tried to utilize solar power since the 1970s; however, most of Saudi solar projects were either halted or failed. However, Saudi Arabia is facing huge and fast paced changes through the country’s first ever reformation plan called Saudi Vision 2030 engineered by the Crown Prince Mohammed Bin Salman. Prince Mohammed’s plan is being implemented and the country is changing. This study explored best practices involved in implementing and sustaining solar energy projects in Saudi Arabia. The study suggested a framework to implement and sustain solar energy projects in Saudi Arabia. The framework indicated three initial steps for the execution of the solar projects; establishing a policy and regulations, removing government subsidies on electricity and fuel, and encouraging research and development. The framework suggested partnerships with qualified partners that have solar expertise and know-how to help successful execution of solar projects. This partnership should also contribute to human development and knowledge localization and help sustainability of solar projects. This study concluded that having clear solar policy is a key factor for successful implementation of Saudi solar projects. Also, it concluded that human development and knowledge localization are keys for sustainability of these projects. Additionally, this study concluded that the transformational leadership style adopted by Saudi leadership should contribute to successful implementation and sustainability of solar projects. Additionally, the study concluded that research and development of solar and solar technology is important for sustainability and advancement in solar technology.
