Significance: Substance use in Lebanon has been a generally understudied topic, especially among displaced populations, youth, populations outside of Beirut, LGBTQ, and prison populations. This study seeks to understand these populations’ specific substance use patterns to better design future studies as well as interventions. Research Question: This qualitative key stakeholder study constitutes part of a parent study that seeks to examine, “What is the current situation of substance use and subsequent risk of bloodborne infections (particularly HIV, HBV, and HCV) among Lebanese and displaced populations, particularly in the larger Beirut area of Lebanon?” Methods: Interviews were conducted between June 2018 and August 2018. The 10 stakeholder interviews for this study were conducted with a variety of professionals from the non-governmental organization (NGOs) sector and providers with expertise on various drug-using populations. Participants were selected based on previous work that had been done and were chosen by the US and Lebanese investigators who have previously worked with some of these stakeholders on related substance use and HIV projects. The qualitative data was analyzed using grounded theory inductive framework and content analysis through Dedoose 8.2 and Microsoft Excel. Findings: Drug use was found to be specific to sexual orientation, incarceration status, and social class, and therefore interventions should be adapted to specific groups. Common themes arose among the ten key stakeholders, such as confidentiality and concealment, normalization of drug use, high availability of drugs, substance use harm reduction versus Lebanese society, and understanding drug use in Beirut versus outside of Beirut.
