Abstract	:	Rentier states face a critical decision on how to distribute resource wealth. The methods of distribution are shaped by the institutions of the state. This study examines the role of state capacity in determining the availability of distributive policies in rentier states. Administrative capacity determines the availability of cash-based policies while informational capacity determines the availability of targeted policies. State capacity along these two dimensions at the time of the resource boom locks in distributive decisions. A multi-method approach is used to test this theory. I statistically show that the two dimensions of state capacity are linked to the use of gasoline subsidies as a distributive tool. The statistical model also shows that state capacity during the 1970s when resource booms occurred has a stronger relationship with the use of gasoline subsidies in the 2000s than state capacity from the same period. A case study of Indonesia's rice and direct cash assistance programs shows the role of preexisting state institutions that achieved administrative and informational functions to facilitate the distribution. Finally, two original surveys were conducted in Saudi Arabia and the UAE showing that nationalism is linked to support for subsidy programs.
