Abstract : The problem is that the secondary alternative faculty are faced with a variety of institutional barriers that are causing problems for at-risk students with accessing distance learning courses. The purpose of the study was to identify institutional barriers to distance learning instruction and examine AC2T faculty personal experiences preventing them from successful delivery of online instruction to at-risk students enrolled in AC2T programs. A qualitative method with a case study design was adopted for the study. The central research question was: What are AC2T faculty’s perceptions of institutional barriers associated with distance learning instruction at AC2T programs in Los Angeles, County, California? The participants were 15 Accelerated College and Career Transition (AC2T) faculty (i.e., seven teachers, four counselors, and four administrators). Data were collected through interview questions and focus group discussion questions. The results revealed one repeating theme across all four sub research questions: the need for ongoing technical support; and six significant themes: (a) administrator is off-site, (b) no reward or punishment, (c) lack of IT support, (d) AC2T faculty’s compensation, (e) various difficulties for AC2T stakeholders to meet, and (f) curriculum designed by district with no AC2T faculty input. Four main recommendations were created based on the findings: (a) administrative presence, (b) provide ongoing professional development, (c) provide onsite IT support, and (d) involve AC2T faculty in distance learning curriculum design.
