Abstract : Corruption is considered by some researchers to be an element that lowers government expenditures on public services, such as education. A corrupt government obtains smaller national tax revenue; therefore, spending on education is limited. Also, corruption arises when there are opportunities for government officials to receive bribes in secret. Since defense sectors have a higher level of secrecy than public service sectors, a corrupt country's budget for public services is likely to shift to military contracts. This paper sets corruption as the independent variable, education spending as the dependent variable, and tax revenue and military expenditure as intervening variables. This study examines the cases of Singapore, Malaysia, Thailand, and Indonesia. In addition to a cross country statistical analysis, this paper conducts a comparative analysis of the four countries and a longitudinal examination of each country. The cross country analysis shows correlations both between the level of corruption and tax revenues and between tax revenues and education expenditures. This correlation is also supported by the four-country comparison. However, none of these analyses show significant correlation either between the levels of corruption and defense expenditures or between defense expenditures and education expenditures. These findings suggest that corruption is not the only factor that affects education expenditure. Government expenditures tend to be influenced by many other obvious factors, such as domestic political and economic conditions, talents of political leaders, and international pressures.
