Abstract:This thesis describes a set of novel models for the coordination of long-term resource planning in a competitive market environment. Market participants exposed to competition pursue their own objectives while the objective of regulator or independent system operator (ISO) is to operate the system reliably and at minimum cost. The coordination of these objectives is essential in system planning but is a formidable task. We faced this challenging task by introducing a framework that combines electricity market competition model and transmission network model in an iterative process. The proposed models, which define explicit financial incentives reflecting the value of new facilities on system reliability, enable regulator or ISO to coordinate market participants' investment decisions. Combined generation and transmission resource planning is enabled by use of dispatchable transmission concept. In the planning with uncertainties model, the Monte Carlo simulation method is effectively applied to long-term resource planning by use of scenario reduction techniques.
