There is an intense race among countries toward attracting Foreign Direct Investment (FDI) and increasing capital inflows to achieve economic growth. The Multinational Corporations are considered the main contributors for capital growth and project financing for most countries regardless of their level of development. This research examined the impact of the country's governance infrastructure on attracting Foreign Direct Investment inflows. It focused only on non-oil producing countries with limited economic resources to draw the relationship between the FDI inflows and these countries' infrastructure. The research selected a sample of countries to include Japan, Israel and Switzerland as model countries who achieved economic growth regardless of their dearth of economic resources, five developing countries; Albania, Belize, Jamaica, Jordan, and Romania, and five underdeveloped countries; Benin, Burundi, Haiti, Madagascar, and Nepal. GNI per capita, human capital, financial capital, natural resources and power, transportation and communication, leadership, and the level of technology were used in defining the countries' infrastructure. In general, results confirmed the tight positive relationship among these variables and FDI inflows to all these countries. In more depth, the research also showed some differences among the three groups when the elements of these variables were examined and correlated with the FDI inflow.
