Abstract : This thesis examines rhetoric used by Tunisian President Moncef Marzouki in his brief speech given on February 7<sup>th</sup>, 2014, in Tunis, Tunisia. I will recap relevant recent events in Tunisian history with a literature review offering research from other scholars before offering an in-depth analysis of President Marzouki's speech. This speech was given after the drafting of Tunisia's revolution-birthed constitution in January of 2014. The document is debatably one of the most groundbreaking political documents drafted in the Arab World within recollection. In a rare speech given in the English language, President Marzouki addresses the state of Tunisia and its dauntless new document, using rhetoric to attempt to create a forward-thinking identity for himself and Tunisia. Marzouki's speech carefully blends humility and pride to position Tunisia as a new voice on the world stage. Marzouki's use of English in the address, his inclusive language, and his careful delivery support his persona as a newly elected President of a turbulent nation.
