This project examines the causes of variance in the foreign policy of the Islamic Republic from 1989 to 2013. Using the foreign policy of Ayatollah Khomeini as a baseline, this research applies an integrative model of Foreign Policy Analysis to the presidencies of Hashemi Rafsanjani, Mohammed Khatami, and Mahmoud Ahmadinejad to determine the significant internal and external variables that are responsible for producing variance in Iran’s foreign policy. External influences prove significant in altering the foreign policy behavior of the Islamic Republic. However, Iran remains constrained by internal political dynamics. The findings suggest that the Islamic Republic does not have a stable foreign policy, is susceptible to influence and needs to be understood as a function of security in the Persian Gulf.
