All-red times in a signalized intersection play an important role for safety and efficiency of an intersection operation. Red times displayed to the left-turning vehicles between the protected left-turn and permissive left-turn phase, and to the opposing through vehicles before starting their movement are discussed in this research. Several existing studies show that these red times can affect the safety and performance of an intersection significantly. It is understood that increased duration of the red times can enhance the safety of an intersection by reducing the likelihood of potential collision between the traffic vehicles associated with a left-turn and opposing through movement. To identify the safety and operational effects of different red times with varying traffic volume condition, microscopic traffic simulation approach has been used in this research. VISSIM 9.0 and SSAM have been used to assess the performance and safety of different simulation models, respectively. Statistical analyses have been conducted to clearly understand the effect of different red times on intersection safety and performance. Thus, a set of red time combinations have been suggested for different traffic volume conditions to ensure enhanced safety and performance of typical four-legged intersections.
