Abstract	:	This article traces the course of the negotiations that culminated in the Hebron redeployment implementation agreement. In particular, it focuses on the shift in the Israeli approach to Oslo, which appears to have crystallized during the "tunnel uprising," and on the U.S. role. The author argues that the Hebron protocol and the accompanying American-authored documents make Israel's security and the "principle of reciprocity" the primary terms of reference of the peace process, giving Israel near total control over the future of negotiations and final status. The article concludes by showing the erosion of Palestinian claims through the Oslo process.
