Abstract	:	This thesis explores the questions of who is allowed to act and exist in international aid, in what way and by whom. In answering these questions I attempt to provide an insight into how aid works in Egypt and how change happens - or why it does not happen. I seek to shed new light on the understanding of the process of 'legitimation'.
