Abstract : The extension of fishing limits in the Northeast Atlantic has led to a fall in the catches by distant water fleets, but has resolved few of the management problems. This is because most major stocks are shared between coastal states so that bilateral or international agreement is still needed on their management and on the allocation of property rights. The distribution of catches and the migrations of the major stocks are described briefly in order to illustrate the interrelated difficulties of management and allocation which have been encountered. The uses and limitations of bio-economic models in helping to clarify and resolve these issues are discussed.
