Abstract : The COPS Office has produced two volumes on police labor and management relations to provide guidance on this complex subject. Volume I was written by leading law enforcement managers and labor leaders. Volume II is a companion guidebook to Volume I and provides a framework for using methods and tools that will enable management and labor to work together more effectively.
