|
Effects-based operations (EBO) are defined for thismonograph as operations conceived and planned in a systems framework thatconsiders the full range of direct, indirect, and cascading effects<effectsthat may, with different degrees of probability, be achieved by theapplication of military, diplomatic, psychological, and economicinstruments. The monograph suggests principles for sharpening discussionsof EBO, for increasing the rigor of those discussions, and for building thekey ideas of EBO into analysis for defense planning, experimentation, andoperations planning. It then illustrates the principles with explicitmodels. Finally, it sketches a possible research program to enrich the basefor studying and practicing EBO.
